No, not at all.
Kaos doesn't have any Dark Magic minions. Same with Tech and Air, he has none.

Dark Spyro's just another form they decided to give Spyro, like the Legendary Spyro.
I don't really know why they had to do THREE Spyros though; You only get TWO sets of moves, so you'd only need two figures-One for each set!
